Schools can remain open if they are granted an exemption, and restaurants can continue to offer pick-up and delivery services.
The contract would remain in force for a minimum of three weeks and would then be cancelled if the IC capacity in the region was expected to be 15% or more. The assessment must take place weekly after the initial period of three weeks.
The state has published a map of the five regions and their current capacity, as well as a timetable indicating when the regions will fall below the 15% threshold. San Luis Obispo County was first placed in the Southern California region, which included the following areas
– Southern California: Imperial, Inyo, Los Angeles, Mono, Orange, Riverside, San Bernardino, San Diego, San Luis Obispo, Santa Barbara, Ventura.
At Tuesday’s meeting, Atascadero’s director of community development, Phil Dunsmore, said that he and his team are in direct contact with many small local businesses and that the city’s financial help could be helpful.

The City Council has been invited to offer micro grants to the companies of Atascadero. The full amount of the grant will be awarded up to a maximum of $5,000. The total cost of the project is $13.5 million and can be used for various purposes to help small businesses during these critical months.
After discussing the application procedure, qualifications and responsibility, the Municipal Council of Atascadero took a decision. The City Council has also approved the city’s partnership with the Chamber of Commerce of Atascadero, allowing residents or businesses to make donations to the 501(c)(3) not-for-profit Chamber of Commerce to provide additional funds for new subsidies. One of the public comments on this agenda item came from a resident, Gina, who thanked the Board of Directors for planning the meeting and for its attention to the financial needs of small businesses.
The second item on the agenda was an update on COWID-19 by Mayor Heather Moreno and City Manager Rachel Rickard. There was a general discussion about how the City deals with the complaints received. Mr. Rickard explained that John Jones, Atascadero’s corporate code compliance officer, visited the site of the complaint and informed the company owner about safe business practices. They couldn’t find anyone who did something that fell into the shameless category.
It was also decided that Mayor Moreno will work with all local mayors and other officials to sign a letter removing San Luis Obispo County from the Southern California region.
A business owner and a local resident made a public comment in support of the Commission’s action on the request to repeal the Southern California Regional Health Care Guidelines COWID-19.
The next council meeting is scheduled for January 2021.
